With all due respect, I must disagree with you on this point. Whilst San Francisco residents do indeed cherish their right to relieve themselves in public, I've never heard of any native begrudging that right to a visitor, be he on business or pleasure.
In fact, it seems that public urination is a right extended to all within the City, regardless of origin. To me, it's just one more example of the egalitarian spirit -- the joie de vive, as Curious in Kansas mentioned -- of the residents of San Francisco.
Excuse me, but nature calls.
