I'm with the Chaplain here. Although it's true that mayhaps in the old days only SF residents partook in public urination, these days the custom has extended to anyone within the City limits.
That said, "outdoor relief" (as many City residents euphemistically call it) can be an intimidating experience for the first-timer. I would suggest that Curious in Kansas ease into it slowly, perhaps by finding a semi-private location that will appeal to his (or her -- no reason to be sexist here) sense of modesty.
When I first started my outdoor relief career, I found that newspaper racks made for good screens by shielding the body's key parts while maintaining that open-air feeling that is such a crucial part of the experience. My personal preference is for Bay Guardian racks, as they appear to be slightly larger than most others.
