Dear Outraged,
I'm sympathetic to your plight at having been left out of the FogWatch Top 10 survey. I have spent some time in Daly City and do acknowledge that the weather there can be quite nice, foggy and cool with no sun for days at a time.
However, as you know, Daly City covers a wide geographic expanse, with portions extending inland to San Bruno Mountain. These areas lie outside the protective Fog Corridor and therefore suffer from a preponderance of harsh sunlight. As a result, Daly City's rating fell just outside our Top 10 rankings.
I extend to you my most heartfelt condolences, and suggest that you consider moving to an area with better weather, such as Pacifica, Half Moon Bay, or western San Francisco.
