I do believe there is a bit of confusion here. The Fog History page does not say that white men "discovered" fog near San Francisco in 1769...it says that white men first viewed fog at that time.
The Native American peoples of the time had lived with fog for centuries at that point, and even had anthropomorophosized the weather phenomenon, calling it Tawak Ahwanatay, or "The Old Gray Man."
After the first viewing, fog subsequently spread around the globe to Western regions, as the page suggests.
